Advocacy is more than just understanding the issues. To make a difference, you have to
make your voice heard. The involvement of individual emergency nurses is vital to the
success of our grassroots efforts. We encourage all ENA members to use the services
available at the Legislative Action Center so that you can take an active role in the public

Welcome to all FENA members and I hope that you have had a great winter break, I
know that I did, just coming back from ENA Leadership in Hawaii. Now that our State
House and Senate are back in session, we should also jump back into our work in the
government affairs arena.
FENA wants to continue its work on all rider helmet laws; our First Legislative Priority;
also want to expand work to include:

Supporting Florida - House Bill 619 and Senate Bill 668– Child Restraint
Requirements: Requiring booster seats for 5-7 years old. This bill was introduced on
the March 4th, and we need to get our letters in. If you are unable to write your own letter,
please see the bottom of this page for a form letter that you can fill in and e mail or snail
mail. (These bills are similar, but not identical) This will help us to meet our second
legislative priority.

Supporting Florida – House Bill 1035 and Senate Bill 1648 – HIV Testing /Informed
Consent. States that we can run an HIV on a blood borne exposure without consent of
patient, with the caveat being that it would not be posted on the patient’s medical record
unless they give consent for the test.

Not supporting Florida Senate Bill 1338 – Health Care Facilities Nurse Staffing. ENA
does not support any bill that “prescribes safe staffing” All such bills to date do not
address the emergency settings needs and fluctuations in acuity.

We need to be on the look out for a primary seatbelt bill (third Legislative Priority) that
should be introduced in the next few weeks. I will work on getting the information to you
as soon as it is available. If you are unable to write your own letter, please see the

And our fourth and final legislative priority is to create awareness and protective
legislation against violence in the work place. If you are unable to write your own letter,

letters and making the phone calls needed to support the legislative priories.
